Tech support tells me that it is happening in some, but not all, cases. They have told me no fix is planned, because all of their efforts are in working on the 64-bit release. I had to downgrade back to High Sierra. It remains the default arrow pointer. It changes color when I move the cursor over an existing note. I am guessing it is related to the upgrade to Mojave.
