Highlighted staff changes when trying to edit Staff Properties

Staff Properties always applies the ACTIVE (highlighted) staff line. If you move your cursor out of the active staff and drag it over another staff when trying to select something from the menu or toolbar, the active staff will switch. Carefully move your cursor horizontally out of the active staff or else hit the Caps Lock key. The BEST WAY to open Staff Properties is to click on the PROPERTIES tool (the arrow at the far-right of the lower toolbar) then right-click inside the active staff. That opens the Score Properties window.

I have SS X2 Pro and it seems to work as advertised for me. Click on big Properties arrow in toolbar, Move cursor down to desired staff and click on yellow arrowhead that appears just to left of staff beginning which brings up the Staff Properties window. The desired staff doesn't have to be the one highlighted since moving the cursor to the desired staff automatically changes the highlighting if necessary.

This isn't something I use much if at all so am I on the right track or are we talking about something else.
