Same recognition engine as Pro?
Does this contain the same recognition engine as the pro version, or is it stripped down in any way?
I will assume that you can't exclude lyrics, etc.

Exactly the same. All recognized objects, including text, lyrics and chord symbols are written to the XML file.

It should. It works (I bet) by converting the PDF image to a TIFF, and applying the same recognition algorithms as in the other programs.
On the other hand, Music to PDF Pro recognizes musical elements embedded in the PDF file. That's why it only works on "original" PDFs.

Yes. Text and Lyrics (differentiated by the MusicXML specification) are automatically transferred.

How does musicXML handle defective measures? My initial scan recognition (demo version of SSX2) missed some dots and tuples, resulting in measures that did not have the correct number of beats. I want to import into MuseScore. Does musicXML "allow" such measures?

It does not. Or rather, it will send those incorrect measures to the XML, and then, to MuseScore.
You will need one of the "real" programs, which will allow you to correct the PDF before sending to recognition, and edit the recognized scan before converting to XML.
My advice: save your money.

A review on the Microsoft Store site included: "… I take it then to MuseScore for cleanup….Usually a few (like 5%) of the measures end up a beat off from missed notes or confused voicing which are fairly easy to find."
This implies, but does not directly state, that MuseScore can deal with issues like this.

Yes, MuseScore can deal with the issues. Just as Finale or Sibelius, can. But it's much easier in SmartScore Pro, which is designed for it.
First, the measures with duration errors are highlighted, making them easy to find. For example, an eight note might be picked up as a quarter. Easy to see and change. Missed triplet? Tap the T key, and drag over the notes. Just as easy, with a missing or extraneous dot. Regardless of what the Microsoft store says, this sort of thing can shift a staff a note or two and can be a real pain to correct.
I have done hundreds of scores, from lead sheets to 8-part choral with accompaniment. NONE have been error-free, and very few of them would have been easier to fix in Finale than in SSP.
