I'm not sure if this is what you want explained, but in SSX, a piano staff is a bit different than other staves. If you look in the System Manager (Edit->System Manager or Ctl-M), it's defined as two parts. But the two component staves visually overlap each other, just as either the left or the right hand can strike any note on the keyboard. In the range "between" the staves, the notes can be shown with ledger lines or as located on the other staff--but it is all visual, the notes are always elements of their original staff. The "insert and drag" function you discovered is how cross-staff parts are created.

I don't know if this will shed any additional light on your tremelo problem, but again, maybe the system manager might help. Go to the system where the tremolo occurs and try turning off the visibility attribute of one of the parts (left or right). If the tremolo is perhaps part of a cross-staff part, maybe there's a note or rest in the original staff that doesn't look like it's between the two tremolo notes.
